The University of California, Merced is the newest and tenth campus of the University of California system and the first American research university built in the 21st century. The Web Communications Manager is responsible for the campus's web presence through management of the creation, evolution, design, production and maintenance of the UC Merced gateway site ( www.ucmerced.edu), the University Communications site, the Chancellor's site, other sites and Web-based communications tools essential to support UC Merced's three-fold mission of teaching, research and public service.

The position requires a broad and thorough understanding of communications principles, strategies and tactics, particularly as they relate to the web and other electronic media, a keen sense of future trends in the field, strong aesthetic and editorial sensibilities, comprehensive knowledge of usability and accessibility applications, the ability to work effectively with writers and web site owners throughout campus, strong skills in managing projects and people, and proven skills in leadership and public speaking.

Under supervision and general guidance of the Assistant Vice Chancellor for University Communications, the Web Communications Manager exercises significant independent judgment in setting direction, overseeing refinement and determining future enhancements of the campus CMS (Drupal), websites and other electronic communications to most effectively facilitate the sharing of information and to promote UC Merced priority programs and services to internal and external audiences.

The incumbent will assess the web-based communication needs of the university; recommend the most appropriate and effective way to serve those needs; set criteria and priority for meeting these needs; and implement technologies, services and methods of operating within the scope of available resources.

The incumbent will appoint and regularly convene an advisory campus Web Group that will provide advice and counsel on the campus's web presence, design, usability, accessibility and functionality as a tool for advancing the campus mission and academic and administrative goals. In consultation with the Web Group, the incumbent develops concepts and recommends information structure, technology or functionality, or other innovative solutions for websites based on the goals of the department or group and the needs of its target audience.

The incumbent also serves as a liaison with central Information Technology (IT) Enterprise-Wide Applications group for all technology matters related to all campus websites hosted through the campus CMS. With the Web Designer and Web Content Specialist whom he/she supervises, the Manager maintains consistent graphic and editorial standards; ensures that applicable web standards are met; and optimizes website architecture for navigability. In coordination with the Senior Web Developer who is based in IT and dedicated to supporting University Communications' projects and initiatives, the incumbent also writes and implements necessary programming code to achieve site goals and objectives.

The incumbent develops other web-based applications and presentations that foster interactivity and provide dynamic, current information, such as real-time audio/video broadcasts of significant events; news releases with still and video photography; and the implementation of a robust, interactive campuswide calendar of events.

The incumbent will also collaborate with the News and Social Media Director in University Communications to develop web-based engagement tools, including social networking.

The incumbent oversees the development and implementation of software applications for online publications such as UC Merced Update, Panorama and annual campus publications. He/she maintains up-to-date awareness of system and industry changes and recommends upgrades, enhancements and strategic technology directions.

The incumbent will work closely with Communications web staff (Web Designer, Web Content Specialist and Senior Web Developer) and other University Communications staff whose contributions are essential to the web effort, and forges and maintains relationships with key staff, departments and units across campus.

The position requires an exceptionally responsible, conscientious and capable individual. The ideal candidate will have a strong demonstrated track record in design, usability, accessibility, strategic planning and project management. The ideal candidate will possess a strong combination of communications, analytical, creative and technical abilities, as well as excellent communication and leadership skills. Demonstrated ability to lead and collaboratively guide groups of colleagues through projects of significant complexity, against established schedules and timelines, is also a key qualification. And, as a member of the University Communications team, this candidate will work collaboratively with other staff to help ensure that communication initiatives in all media are coordinated and integrated for best impact and resource use.

Qualifications:

  • Solid knowledge of all aspects of electronic communications, including design concepts, various media, applications, strategic planning, et cetera.
  • Solid knowledge of the current trends and potential future developments in the electronic communications field.
  • Solid knowledge of the campus, including its achievements, mission, vision, goals, policies, practices and infrastructure.
  • Solid knowledge and skills in financial and personnel administration and management techniques, including understanding of guiding principles, relevant laws, policies and best practices.
  • Solid skills to select, train, supervise, guide and evaluate subordinate staff, and take corrective action as required.
  • Solid written, verbal, interpersonal communications, active listening and political acumen skills.
  • Bachelor's degree in marketing, communications, business, or related field and a minimum of three (3) years experience managing a marketing or communications campaign or leading projects in higher education; strong writing and communication skills; and demonstrated ability to work as part of a team and lead groups required.
  • Preference will be given to candidates with a Master's degree, experience with Drupal, new media and social networking technologies, and communication or multimedia design skills.
  • Expert project management and strategic planning skills; expertise in design and usability; demonstrated ability to manage complex projects, develop goals and implementation schedules, and work with a varied client base; extensive knowledge of Internet and website design best practices, standards, protocol, security methods and content management systems.
